As a rough guideline, administrators usually require editors to have made more than 500 useful non-botlike edits, and to have been active in the last thirty days. Patrollers and License reviewers don't have to request this flag. Find possible candidates.

It's definitely not part of Commons aims to "bootleg" songs. Additionally, you were blocked for a 2nd time for uploading copyvios last year, and I see from your talk page that you had some copyvios from this year. That is definitely concerning to me. MP3s are also complex as far as copyright because the composition also has to be public domain or explicitly freely licensed in addition to performance and the recording. These are explicitly stated as having been released into the public domain by the band themselves. The "bootlegger" is the name of the website that the band runs. To quote the disclaimer on the website: If anyone wants to release these albums, you’re free to do so. Here you’ll find links to audio files and cover art. Hey there, I mostly update election maps, and often they don't have the right overwrite permissions even if they're supposed to be current. That'd be the vast majority of my use of this right. For my past and future uploads on behalf of the KB national library of the Netherlands into Category:Media contributed by Koninklijke Bibliotheek, I would like to be able to rename files to make file name conventions/syntax more descriptive and consistent between files.
